Foster Youth Rights: Protecting and Empowering Young Lives

The Office of the Foster Care Ombudsperson (OFCO) supports and advocates for the rights of children and youth in foster care. As a neutral and independent office, they are dedicated to addressing concerns and resolving issues related to the care, placement, and services provided to foster youth. Whether you’re a foster youth, social worker, probation officer, resource family, or advocate, they’re there to help you understand and uphold these vital rights.

If you’re worried about a child’s rights in foster care or have concerns about their care, placement, or services, this can help. Their team is committed to improving the foster care system by making informed policy recommendations based on your experiences and feedback.

In addition, the OFCO provides free Foster Youth Bill of Rights publications to foster youth, county child welfare and probation offices, resource family agencies, and congregate care facilities like shelters, group homes, and STRTPs.

Every youth in California’s foster care system has rights, including those on probation who live in out-of-home placements such as STRTPs, group homes, or resource homes, as well as children residing in any licensed or certified facility or home.

At Kamali’i, we are dedicated to providing children an array of life-changing resources. Our Intensive Services Foster Care (ISFC) program is designed to support eligible children and youth who require intensive treatment and behavioral support, offering them the individualized services they need within a family-based care setting. For some, this program is an alternative to placement in congregate care, allowing them to receive necessary care without ever residing in a residential facility.

The Kamali’i FFA ISFC program delivers essential services and support to both children and families. These include arranging access to mental health treatment, offering trauma-informed care, and providing transitional support from foster placement to permanent home placement. Our ISFC homes provide close supervision and implement structured, individualized programs tailored to each child’s needs. By blending the normalcy of resource-family care with intensive counseling, case management, and support services, we create a nurturing and therapeutic environment.

Resource parents are a vital part of our treatment team. They are carefully recruited, trained, and supported to meet the unique needs of the children in our care. Kamali’i FFA’s ISFC resource parents must meet the minimum foster care requirements and, in addition, have experience in foster care or working with similar populations. They must be at least 25 years old and complete 40 hours of intensive services foster care training.

In addition to ISFC, Kamali’i Foster Family Agency offers an Independent Living Program (ILP) designed to empower foster youth as they transition to self-sufficiency. This program supports, guides, and assists youth and their caregivers in developing individual goals. We facilitate the growth of independent living skills by offering classes on critical topics in an environment conducive to learning. Additionally, we organize team-building activities that help foster youth connect with their peers and build support networks within their community.

The ILP typically begins at age 15 1⁄2, but at Kamali’i, we believe in the power of early intervention and welcome youth starting in their freshman year of high school. Our classes and activities are tailored for high school-aged youth through young adults and are offered throughout the year to meet the individual needs of those in placement. After completing courses and activities, youth receive weekly monitoring and quarterly networking activities to ensure continuous growth and support.
